    About the course
    Informatics and communications technologies now play a critical role in emergency and disaster response, and are a rapidly emerging area of research, bringing together areas as diverse as human computer interaction and data mining. The Informatics in Disasters and Emergency Response (INFODER) I400/I590 course covers the state of the art of informatics in emergency management and response, including social media, mobile apps, web, communication technologies, and predictive modeling. Students will engage in a joint class project of practical application in one of these areas, and will have a chance to interact with local emergency responders and managers

    For a dystopian view of how this would play out in an extreme situation, see One Second After - although this doesn't take into account such factors as the Dunkirk Spirit.
    Such an "infrastructure failure" can be local, regional, national or even international, and can be short-lived or prolonged. Short lived and local, such as often happens after severe weather or winter storms is quite different to, say, a potential solar-flare induced outage which could be national and last years.
